It has been believed that Demolition's exclusion into the WWE Hall of Fame is due to Ax and Smash's involvement in a lawsuit filed against WWE for difficulties relating to concussions incurred throughout their careers. The case was settled out of court and neither wrestler received any money from the deal.
Demolition's manager Jimmy Hart also passed away in 2015, leaving his role vacant as well.
However, both Ax and Smash are now in the Wrestling Hall of Fame and they were announced at the same time in April 2017. This indicates that the lawsuit was resolved in favor of WWE, thus clearing the way for both men to be inducted into the Hall of Fame at the same time.

Demolition was a professional wrestling tag team that was most famous in the World Wrestling Federation (WWF) during the late 1980s and early 1990s, consisting of Ax (Bill Eadie), Smash (Barry Darsow), and subsequently Crush (Brian Adams). The team was originally composed of Ax, a Canadian amateur wrestler who had been working as a lumberjack in Quebec; Smash, a British heavyweight wrestler; and Crush, a Hawaiian amateur wrestler who worked as a grocery store clerk. They formed their partnership in 1986 after meeting at a WWF tryout camp.
Demolition first appeared on Monday Night Raw is August 24, 1987, at the Boston Garden where they defeated The Hart Foundation (Bobby & Jim Hart) by default when their driver lost control of the truck that carried them down the highway outside of the arena. This was to set up a match at September's Survivor Series where they would face off against The Hart Brothers in what would become one of the biggest matches in WWF history.
At WrestleMania VIII in Boston, Massachusetts, Demoltion fought The Hart Brothers in a match that lasted more than two hours before being stopped by police due to violence involved. It has been reported that around 20,000 people were in attendance at this event.
After WrestleMania, Bill Eadie left the team to be replaced by Barry Darsow.
If you disregard the countless claims from various sources that JBL is not the nicest person, the former WWE Champion deserves to be inducted into the Hall of Fame. During his title reign, Bradshaw turned his persona from a mid-card tag-team wrestler with a cowboy gimmick to a despised Wall Street elitist who was a heat magnet.
Having said that, JBL meets the criteria for induction into the WWE Hall of Fame more than some other recent entrants. He fought his way up through poor gimmicks (New Blackjacks) to become a superb tag team wrestler with the Acolytes, where he won three tag team titles.
The unfortunate fact is that Demolition is not in the WWE Hall of Fame for reasons unrelated to their achievements in the squared circle. Ax and Smash (and, for a brief period, Crush) were first thought to be a rip-off of the Road Warriors, but they quickly established themselves as a superb tag team on their own.
The only other possibility is that WWE did not find a year when he was available to devote a significant amount of time to the weekend festivities. Outside of The Undertaker, who is still wrestling, and John Cena, who occasionally shows up, no WWE great deserves to be inducted into the WWE Hall of Fame more than The Rock. He's one of only three people (the others being Bruno Sammartino and Ric Flair) to win world championships in pro wrestling, football, and baseball. His film career also hasn't been bad; he has appeared in over 30 movies and continues to make appearances on television.
In addition to his achievements in sports-related media, The Rock is considered by many to be one of the greatest wrestlers of all time. He had four successful reigns as WWF Champion, more than any other wrestler, and is the only man to hold the titles for both the WWF and WWE. He is also tied with Andre the Giant for most WrestleMania victories with six.
Despite all of this, The Rock isn't in the WWE Hall of Fame because he doesn't belong there. He's not a part of their history; instead, he makes their history. There have been calls from fans and members of the media to have The Rock enshrined in the WWE Hall of Fame, but every time this topic comes up, it gets dismissed as a joke.
If you ask me, The Rock should be in the WWE Hall of Fame.
