To address this issue, the Football Association (FA) was founded in 1863. The Association developed a set of regulations that were agreed upon by all of the clubs. Soccer was taken out of schools and universities as a result of this agreement.
There had been attempts to form football associations before this, but they never lasted long because the clubs disagreed on certain issues such as whether to allow kicking at the time. This agreement set down what would become known as "The Laws of the Game". These laws included things like how many men could be added to a team during a match et cetera. They are still used today by all of the major sports organizations around the world when trying to develop new games or sports variants.
These laws were created by John Charles Clegg. He was a lawyer who worked with the FA to make sure that their plans for an international game were done legally. After he died in 1870, his son Henry took over the job until he also died young. It wasn't until after these two deaths that the FA started using lawyers to write the laws. Up until then, they wrote them themselves.
These first laws were not meant to be strict guidelines but more of a guide for how football should be played. For example, there was no restriction on how many players could be on a team back then, so teams often included several numbers instead.
In 1863, students from numerous schools collaborated to create the first widely distributed set of soccer regulations. They selected the name Football Association and christened their new sport association football. The creation of the Football Association, abbreviated as the FA, marked the beginning of the modern age of soccer. Before this time, there was nothing more than a collection of different playing rules by various schools.
Within a few years, soccer had spread throughout England and was being played by people of all ages and classes. It was also becoming popular with people in other countries including France, Germany, and America. In fact, before American football became popular, soccer was the most played sport in the USA.
Today, soccer is an international sport that is played by millions of people around the world. It is estimated that about 500 million individuals play soccer at some level. Soccer is the world's most popular sport for men and women, and is one of the most popular sports in Brazil, Italy, Mexico, and the United States.
The modern game of soccer was created in England in 1857 by Charles Alcock and William Gwynn. Their version of the sport included elements such as lengthier matches and indirect free kicks which are still used today by many players and coaches.
The establishment of an uniform set of regulations gave rise to leagues, matches between nations, and tournaments, such as the FA Cup, which began in 1871. Soccer has become one of the most popular sports in England.

The final match of the inaugural tournament was played between the host nation Brazil and Uruguay. Brazil won 1-0 with Pelé scoring the only goal of the game.
The Ascension of Modern soccer can now be traced back to the FA, which was founded in the United Kingdom in 1863. Until this time, the game itself had many various forms, and the rules of the game would alter for each unique match. However, through these early years, there were only a few countries that played soccer, most notably England, Scotland, and Ireland. The idea of forming a national team to play against other nations did not exist yet.
In 1866, the first international football match was played between England and Germany. England won the match 3-1. In 1870, the second international match was played between England and France. This time, it was France who came out on top with a score of 7-1. These are the only two international matches that have ever taken place before the formation of the FA.
After these two matches, both countries agreed that the game was fun and decided to hold more games. In 1872, the Football Association was formed with representatives from both England and Scotland. A year later, the Irish Rugby Football Union was created as well. These are the three original members of what is now known as the FIFA family.
In 1889, the International Federation of Football (now known as FIFA) was founded in Paris. This world governing body has held an annual World Cup since 1930 with the exception of 1942 due to World War II.
In 1815, universities and colleges were the first to gather and agree on specific regulations. The Football Association was formed in 1863 when football teams from throughout England assembled to formalize these regulations for competitive play.
Today's game is governed by laws that it's players have agreed to follow. These laws include things like how the ball must be played with hands and feet (no horses are allowed), what time they need to finish and so on. The earliest evidence of such an agreement is from 1872 when representatives of Cambridge University, Oxford University and Royal Military Academy Sandhurst met at the Freemason's Tavern in London to create a set of rules that would unite them all while playing local games. This is the origin of today's modern ruleset.
The term "code" is used to describe these agreements between clubs. They can be as simple as rules people have agreed to or they can be more detailed arrangements known as "schemes". For example, there is a code that exists between Arsenal and Chelsea when they play each other. This code includes things like who needs to win most matches to claim superiority, goals from outside the penalty box not being counted and so on. This arrangement existed long before either club was even founded!
Finally, there is an international rulebook called FIFPro which contains guidelines for when nations should be awarded matches.
