Players can only represent one nation at a time (in limited circumstances they may be able to change). Any team may be managed by the management. Those are only the guidelines. The final decision on who plays and when they play is up to the coach.
In most cases, the manager of an international team has to be from that country. However, there are exceptions such as Arjen Robben who represented Holland but was born in Brazil. Or Rafael Márquez who played for Mexico but was born in Mexico City.
