At 5'4 "and 105 pounds, I was not exactly a coach's dream volleyball setter! But I did not let this stop me from playing, because I loved the sport so much.

She played in a number of games during her career at BYU and recorded 17 kills against San Diego State in 2001 when she was only 18 years old.
Now, this does not mean that you have to be 6 feet tall to play volleyball. There are different levels of participation in the sport, from youth leagues all the way up to the professional level. If you can reach the net often enough, then you will get opportunities to hit the ball back out of bounds or pass it to teammates. There are many ways to contribute to the offense even if you are not able to serve or receive.
The best part is that you do not need to be super-strong to play volleyball. Most sets include at least one person who is referred to as a "setter" because they like to set the ball down near the court where it can be reached by their partners.

So, no, it is not too short. You might want to consider adding some more space to the court though.
